Topics getting the most attention in St. Charles Parish public meetings, ranked by how frequently they come up.
Esperanza rezoning and parkway extension
About 400 acres of farmland would shift from highway commercial to light and heavy industrial, and residents fear it could host a data center with its own power plant. The council postponed the item indefinitely rather than vote, sending it back to the Planning Commission.
Sunset Drainage District flood elevation standard
Since 2013 the parish has required elevations 8-11 feet above ground in parts of the Sunset Drainage District, driving more than 207 variances. The fix returns to the 1992 FEMA maps but bars any new floor below sea level, aiming for zero variances going forward. Existing vested permits are honored.
Commercial zoning modernization (C-2 uses and definitions)
The parish is rewriting its commercial zoning districts for the first time in about a decade — modernizing use categories, fixing definitions, and adding special permit options so businesses don't have to jump straight to C-3 highway commercial. Nothing is approved yet; council members want more work sessions and Planning Commission input.
Good Hope Plantation multi-family rezoning denial
Neighbors in Norco fought to keep mobile homes out of their single-family neighborhood, and the council agreed unanimously that allowing them on two small lots would be spot zoning that could devalue nearby homes.
Local Coastal Program Update (EMUs 15, 16, 17)
The committee is ten years into the parish's local coastal program and is reviewing its EMUs to make sure goals still fit current conditions. Units 15–17 got final discussion and units 12–14 were introduced, with a landfill leachate question answered by pointing to DEQ permits.
Minimum building elevation variances for mobile homes
Two families asked to build mobile homes just a foot above the street instead of the required 6-foot NAVD88 elevation — one caring for a handicapped person, one taking in an elderly parent. Both got approved, with board members urging them to build higher anyway.
